Oracle 21 c is the first release of oracle database with CDB only option. You can not create a non-CBD database in Oracle 21c. We all should be aware that Innovation Releases have shorter support windows than Long Term Releases such as Oracle Database 19c.
Oracle Database Innovation Releases include many enhancements and new capabilities which will be included in the next Long Term Release. Oracle Database Innovation Releases does not have extended support. As Oracle Database 21c is also an innovation release, which means it will only have 2 years of premium support.
Oracle Database Long Term Releases usually have 5 years of Prr Support followed by 3 years of Extended Support. Personally I would not like to upgrade my production servers to an innovation release (Oracle Database 21c). I would like to upgrade (or stay with my Oracle Database Server with Oracle Database 19c which has Prr Support till April 30, 2024 and after that Extended Support will start for Oracle Database 19c.
